The Initiative was created by leaders of the Open Access movement. Created in 2002, it describes the opportunities the internet provides to the development of research and scientific discovery.
The Compact includes signatories from many of the United States' leading universities and international institutions. These institutions have committed to providing financial support for open access publishing.
"Eleven European funding organizations announced today (September 4) an open-access initiative that requires grantees to make resulting research articles free to read as soon as they are published. The initiative is slated to begin in 2020." Published Sept 2018.
